International Committee of the Red Cross Accompanies Hamas in Search for Bodies of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined Hamas officials into zones of the Gaza Strip currently controlled by Israeli military authority to support the hunt for the bodies of Israeli hostages.

Ceasefire Terms and Hostage Remains Handover

As part of the truce negotiated by the United States, which took effect on 10 October, Hamas is obligated to return the bodies of all Israeli hostages promptly. In exchange, the Israeli government has agreed to transfer 15 Palestinian bodies for each Israeli.

Hamas has to date handed back the remains of fifteen of those taken hostage but zero in the past five days, as some of those remains are thought to be in locations beyond the ceasefire boundary marking the temporary truce line.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the involved sides, the Red Cross accompanied a participant in the hostilities as the group searched for the remains of the deceased beyond the military-established ‘yellow line’,” said a spokesperson for the organization.

The spokesperson continued: “The parties to the hostilities established the procedures of the operation and entrusted the ICRC to serve as a impartial mediator. We was not involved in those negotiations.”

The official further clarified: “Our team was not involved in the search for the deceased nor does it take part in the physical recovery of remains.”

US Ultimatum and Local Recovery Operations

Recently, the US president delivered a 48-hour demand to the organization. “They is going to have to start returning the bodies of the deceased hostages, which include American citizens, quickly, or the other countries involved in this significant truce will intervene,” he posted on his online channel.

When the two-day window approached, Hamas, accompanied by the Red Cross, teamed up with teams from Egypt, who were authorised by Israel to search for bodies past the line marking the withdrawal of troops inside the territory. An Israeli spokesperson said the delegation would use heavy machinery and vehicles in the search.

This development was corroborated by an source within Israel, who told Hebrew-language media that members of the group had been permitted to enter areas of the region under military authority to search for the remains of captives, together with Egyptian and ICRC teams.

Footage published by a media outlet appeared to show individuals of a specialized group – part of the organization’s military wing responsible for guarding hostages – accompanying a Red Cross vehicle in a coastal area near a southern city, which lies outside IDF jurisdiction.

Difficulties in Finding Hostage Remains

Efforts to locate for the remains of individuals taken captive has become one of the most delicate matters in the truce agreed between the two sides. Yet, the effort to locate the bodies has been challenging from the beginning, given the existence of an approximate 60m tonnes of rubble across the territory, where, according to local health authorities, at least 10,000 Palestinians are listed as missing, trapped under the rubble.

Diverging Statements on Remains Whereabouts

The group has claimed it lacks information on the precise locations of all the remains, saying it has been unable to communicate with several of its teams that had been detaining the captives and were allegedly eliminated during Israeli bombardments.

However, an Israeli government spokesperson asserted that the organization knew the locations of the bodies. “If Hamas made more of an effort, they would be able to retrieve the remains of our captives,” the spokesperson said.

American Stance and Disarmament Discussions

Although the US president has conceded that a portion of the remains are difficult to reach, he said that “the rest they can return immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the disarming of Hamas,” he noted.

The US administration has said it has obtained assurances from the organization that the faction will disarm, though no clear timeline has been established. They remains hesitant to surrender its arms without solid assurances about the fate of its fighters.
